Steps to reading a document and answer questions:
1. Skim the entire document, looking at titles, headings, subheadings, bold words, numbers, pictures, diagrams and anything else that stands out to help you get a general idea of what you are looking at.
2. Read the question, identifying keywords in the questions.
3. Scan the document to locate those same, or similar, keywords.
4. Read "around" the keywords in the document, reading the context.
5. Identify the answer in the document.
6. Check that your answer makes sense by rereading the question.

It helps, but is not necessary, if you have access to a printer so that you can print the document, rather than scrolling back and forth between the questions and the document.
